Migration 0009 needs to not use qpidtoollibs or qpid.messaging
Description
Migration 0009 currently uses qpidtoollibs and qpid.messaging. We need to replace our usage of those things with Proton and possibly use the new compatibility library that the Qpid team is making.

We trimmed old migrations before the 2.8 release. As one option to consider, we could do another round of trimming for 2.11 and make this problem just go away. It looks like the migration was added in pulp 2.4.0.
I believe all new installations rely on migration 9 to create the pulp.task queue in the broker. I don't think other code declares it if it were not present due to migration 9 being deleted. So to answer your question I'll ask another maybe for @jortel.

No.

With Pulp 3 all migrations are going to be deleted so this will effectively be resolved with Pulp 3.
Anyone have a suggestion for a better way to track this work?
If we don't plan to take any action, and instead will let this become irrelevant with Pulp 3 (I think this is a fine approach), how about closed - wontfix ?

+1 to wontfix. With two core devs in agreement that this won't be fixed on the Pulp2 line, I'm closing as such. Please reopen if others want a different resolution.
I'm also removing the Pulp3 tag. It never should have been set.
