Description

As noted in https://pulp.plan.io/issues/1907, the pulp-server package provides the service used by python-pulp-streamer. I expect the pulp spec file has the pulp-server owning all the files in /usr/lib/systemd/system/

It's inappropriate for python-* packages to install files outside of <python>/site-packages. The /usr/lib/systemd/system streamer support should be installed by a pulp-streamer package (assuming it exits).
