Consider that the task itself did complete, but units it was downloading failed. What happens if just 1 units fails? Is "all units" a special enough case to handle specially?

The consensus is to continue with the established convention that a download failure does not mark the whole task as failed. We should re-visit task statuses as they pertain to the work done in the task in pulp 3.
