Django code to handle URLs was introduced on master, but the equivalent web.py code was not removed so it is sitting there unused. When that web.py code is removed along with its tests, other tests in Pulp break. This refactor is to remove the web.py code that is no longer needed and its associated tests. Also fix any other tests that are breaking.
