A thread on pulp-list reported that pulp workers are going missing: https://www.redhat.com/archives/pulp-list/2015-November/msg00037.html

When workers continually go missing, their work is constantly cancelled effectively causing Pulp to be unusable. It appears to be not broker specific and is reported to affect rabbitMQ and Qpid alike. It appears that workers are being discovered and lost repeatedly.

Perhaps this is related to a timezone/UTC issue?
