The package python-twisted-15.1.0 is available in Fedora 21, 22, 23, and Rawhide[0]. It does seem that the packaging changed recently in Fedora. In the past it appears that the project was packaged as python-twisted-core and several python-twisted-*, but now it appears that everything is contained in python-twisted.
CentOS 6 provides python-twisted-core-8.2.0
CentOS 7 provides python-twisted-core-12.2.0
RHEL 6 provides python-twisted-core-8.2.0 from rhel-6-server-rpms
