Pulp needs to able sync the an iso tree without a .treeinfo file

Pulp needs to be able to sync/publish/host extracted atomic iso trees. This will enable users to manage different versions of atomic isos and allow one to use this as a source of bare metal provisioning. These iso trees do not have a tree info file and hence pulp is not able to sync them at the present time.

Any of the 3 suggestions listed here will help.

1) Pulp learns to sync and extract iso's directly.
2) Pulp learns to sync an extracted iso tree without the tree info file
3) We figure out an automated way to setup .treeinfo OR require the atomic isos to include them (both community and downstream.)

Ideally suggestions 1 or 2 , but I am open for other approaches.
