If a plugin writer does Allow to specify declarative artifact to not declarate have a "remote" on a "declarative Artifact":https://github.com/pulp/pulpcore-plugin/blob/17e60e6f89ee9b725a12af104fbd088b3e3c89f3/pulpcore/plugin/stages/models.py#L44-L45 The validation there remote which will need to be loosened to allow skip artifact download and remote to be unset. artifact save stage. Useful for example in modularity support when we got artifact from first stage which doesn't need to be downloaded but should go through stage to create right relations with content.
