Failed to install pulp_rpm using guide

Description

I have a Fedora 34 dev and attempted to use this guide to install pulp_rpm:

And it didn't work. I received this error:

I was able to work around this error by installing cairo-devel but then I just ended up hitting another similar error with a different package.
