Description

Pulp should not error out when repomd.xml exists but repomd.xml.asc doesn't. This error occurred when syncing from the filesystem with the following patch applied to Pulpcore 3.14: https://github.com/pulp/pulpcore/pull/1463.patch

Occurred on pulp-rpm (3.13.2)
