Description

In addition to upstream repos using this format, this also affects pulp_deb (APT publisher) to pulp_deb syncs.

Note: The linked discussion relates to a sync by a smart proxy running Pulp 2. However, I believe I have also seen this same issue in the Pulp 3 code.
