The existing webserver auth docs are here: https://docs.pulpproject.org/pulpcore/installation/authentication.html#webserver-authentication

This task is to move them to their own page that is a sub-section of the new Authentication section of the docs.

Consolidates existing auth into top-level section

This moves all of the authentication into one place and organizes it into and Overview, Basic, Webserver, and Other sections.

It also deletes the 'disabling auth' docs. Upon testing Django refuses to start if you follow those docs.
