httpd will not start if plugins do not put at least one file in /etc/pulp/vhosts80/

Description

Pulp's httpd config file has an Include directive on the folder /etc/pulp/vhosts80. If no plugins put a file in that folder, currently httpd will fail to start.

We should either find a way to configure httpd to be OK with that folder being empty, or we should find a way around plugins having to add files to that directory that do nothing. One potential workaround is to put a blank file in that directory in the platform's spec file.
