Our current pulp_installer molecule CI tests upgrade scenarios on Fedora 31.

quay.io/pulp/pulp_rpm-ci-f31:3.1.0

We would need to create a new image.

Image creation consists of running molecule create && molecule converge and then saving the image (docker stop && docker commit), then tagging & pushing it.

(And then updating molecule.yml for the new image name and tag.)
