Story #7043: As a user, I have pulp_installer compile and install the pulpcore-selinux policy

Description

Currently, when pulp_installer is run against a RedHat family distro, it will always set it to enabled, permissive and targeting. This has been casually referred to as "disabled".

Because we are implementing support for SELinux policies in the installer, we should no longer do this.

Even if we do implement some sort of auto-detection logic for disabling it in the future, a removal notice should be provided in the changelog, so I created this ticket.
