We were told by the Katello team to switch pulp_installer's "packages mode" CI tests from: https://fedorapeople.org/groups/katello/releases/yum/nightly/pulpcore/ (currently pulpcore 3.4) to: https://yum.theforeman.org/pulpcore/3.6/

Because it is the newer minor version of Pulp.
