Description
For https://github.com/ansible/galaxy_ng/pull/315, I need to be able to import pulpcore.app.tasks.repository.add_and_remove.
But importing it directly fails check_pulpcore_imports travis check (https://github.com/pulp/plugin_template/blob/master/templates/travis/.travis/check_pulpcore_imports.sh.j2).
If it is added to pulpcore.plugin.tasking, I can use it from galaxy_ng.
