As a user, when uploading an artifact, if that artifact already exists, provide a pulp_href to the pre-existing entity, thus allowing the user to pass that error output, and use the pre-existing artifact.

Not sure if this would want to be expanded to also include when associating an artifact with a plugin, for example when trying to create a new RPM content unit from an artifact, when that content unit already exists, provide a pulp_href to that unit.
