Hide publications that aren't complete
Description
The plugin_template should be updated to hide publications that aren't complete.
- Related to Issue #6974: ValueError: Invalid value for `metadata_checksum_type` (), must be one of ['unknown', 'md5', 'sha1', 'sha224', 'sha256', 'sha384', 'sha512'] added
- Subject changed from As a plugin writer, I can hide incomplete publications from the user to Hide incomplete publications from the user
- Groomed changed from No to Yes
- Subject changed from Hide incomplete publications from the user to As a user, I don't see publications that aren't complete
- Sprint Candidate changed from No to Yes

Looks like Publication already has a complete field but plugins aren't leveraging it in viewsets.
