Planned implementation:

  1. Pull Request Checklist, derived from https://docs.pulpproject.org/contributing/pull-request-walkthrough.html#boilerplate
  2. Testing (moved from main index.md)
  3. Testing docs

This should help with the influx of contributions we are now receiving, but lack changelogs, etc.

Also, while mkdocs is easy to figure out, we need a quick section on it for those unfamiliar.
