The variable is used to define whether or not to import the role geerlingguy.postgresql, but is undefined when the handler gets evaluated.

Problem: Users must specify pulp_install_db
when dynamically including the ansible-pulp roles
Solution: Convert statically importing the geerlingguy.postgresql role (within pulp-database) to dynamically including it.
