pulp_rpm tech-reference docs cannot be built using latexpdf
Description
1. Checkout pulp_rpm, and go to build the docs that include the tech reference
2. make clean
3. make latexpdf
Expected results:
The pdf will be built correctly
Actual results:
! Package inputenc Error: Unicode char \u8:工 not set up for use with LaTeX.

When I experienced this error I had the 'texlive-scheme-full' package installed which gave me enough latex capabilities to build the platform docs.

This bug is due to the standard latexpdf command not understanding the unicode characters in the documentation.

We went to build 2.7.0 and this caused the docs to not be able to be built on RTD.

To workaround the failures on RTD, I disabled the pdf building options for RPM. I did this by unchecking the "Create a PDF version of your documentation with each build." option on this page: https://readthedocs.org/dashboard/pulp-rpm/advanced/
