Advisory can have reboot_suggested set at advisory and at package level.
createrepo_c supports only at package level.
Whenever support of reboot_suggested at advisory level is in createrepo_c , this task will be unblocked.
This a request to add it to createrepo_c https://bugzilla.redhat.com/show_bug.cgi?id=1772466.
The advisory model already has this flag and it is set at the upload time.

Added reboot_suggested to methods which interacts with createrepo_c to can be get and published with this info.
