Pulp 2.20 upgrade chown -R on /var/lib/pulp failed due to NFS mountpoint with Netapp snapshot

Description

Hi,

The upgrade failed because in /var/lib/pulp I have a .snapshot folder managed by my netapp and not in r/w for my pulp server.

We need to add "|| true" at the end of the chown or chown only the known folders in /var/lib/pulp

This will be fixed in the 2.21.0 release. Though we should probably release 2.20.1 just with this change.
