closedpulp-server RPM recursively changes ownership of /var/lib/pulp/ during upgrade
Description
In a large Pulp 2.y installation, the upgrade of pulp-server RPM to 2.20.0 can take a long time. This is due to a spec file change that was intended to make it possible to upgrade from Pulp 2 to Pulp 3 without having to manually change permissions of the filesystem. This is no longer a concern and should never have been a concern because the 'other' users can already read that directory.

I think for the z relase a simple revert would be the best because we don't want to significantly adjust the permissions for the other group in the z stream.
