My understanding is that the PULP_DISTRIBUTION.xml file in Pulp2 was to work around Pulp2's inability to correctly parse and sync the contents of DistributionTree. With Pulp3 handling DistributionTree parse+syncing correctly I imagined it would not also need to sync PULP_DISTRIBUTION.xml or its contents as well.

@daviddavis what do you think?

That's fine. I asked Katello and they weren't sure about why those files exist and it sounds like they don't need the files they reference. Let's close for now and reopen if someone complains.
