pulp_deb does not create Release file in binary folders

Description

When a pulp repo is used by the Debian or Ubuntu installers (for example, in d-i mirror/https/* sections of a preseed configuration), the installers try to fetch and parse a "Release" file from ".../dists/.../main/binary-amd64/Release" to identify the architecture. Since pulp_deb does not create the aforementioned file, the installation fails with "Architecture not supported. The specified Ubuntu archive mirror does not seem to support your architecture. Please try a different mirrror."

The Ubuntu/Debian upstreams have this file (http://us.archive.ubuntu.com/ubuntu/dists/bionic/main/binary-amd64/Release, http://ftp.debian.org/debian/dists/stretch/main/binary-amd64/Release).

The only workaround for now is to manually place this Release file into the binary folder.

Using pulp_deb repositories with the Debian or Ubuntu installers is currently not supported.

Unless someone volunteers a contribution, this is unlikely to be implemented for pulp 2.
I believe it is on the features wish list for pulp_deb for pulp 3.
