specify --tls=verify=false if pulling an image with podman

Description

If pulling form insecure registry with podman we need to specify --tls=verify=false

https://github.com/containers/libpod/issues/2710

test_pull_image fails with:

Error: error pulling image "localhost:8080/9ce9c792-39d7-441e-9286-0e7169196aab:linux": Invalid image name "localhost:8080/9ce9c792-39d7-441e-9286-0e7169196aab:linux", unknown transport "localhost"
