Remove pulp from fedora repository

Description

As Pulp 2 is stabilizing, we were increasingly unable to keep up with the new hotness of Fedora, so we no longer push new versions there. As a result, Fedora repositories still contain Pulp, but version 2.13. At the time of writing, we have already released 2.17.

We should remove pulp from the repo altogether. The version that is currently published does not function with the other packages. For me, it didn't work with the current version of mongo/mongoengine.

With this, an orphaning/retiring announcement should be made to fedora's devel list.
