Description
The dev installer duplicates much of the things already in the upcoming Pulp3 installer. That installer is getting a feature set that can have it's behavior driven by ansible variables.
We should:
1. switch the dev installer to use the Pulp3 ansible installer from here: https://github.com/pulp/ansible-pulp3
2. Delete as many roles from the dev installer as possible
