Description
The Publisher needs to be implemented on the file plugin.
We need to publish a manifest and associate artifacts. The manifest will have the format of: <path>, <digest>, <size>. The default name for the manifest is PULP_MANIFEST but might be good to make this configurable.
Does not support incremental publishing.
