Can't sync the RHEL 6.7 ISO repo from cdn due to failure parsing PULP_MANIFEST

At the time of filing this bug, there is an issue with the PULP_MANIFEST file that causes issues with consuming this repo. The importer fails to parse the manifest.
It was discovered that the file had an additional newline at the end that might be causing the issue. Perhaps there is an opportunity to improve our resilience in the parsing of this file in the future.
