Maybe I'm missing something, but as far as I can tell the only way to create errata outside of a sync is to use `pulp-admin rpm repo uploads erratum`. CentOS doesn't publish updateinfo XML, but tools exist to create updateinfo XML for CentOS repositories, so it would be handy for CentOS users to have a simple way to upload updateinfo files to pulp and have pulp generate errata units properly associated with a given repo based on the contents of that updateinfo file.
