[RFE] pulp-admin tab completion should follow pulp-admin plugin structure

Docker plugin is the optional plugin. User may install it or not, as well as uninstall. Tab completion should support such situations.

This was already at VERIFIED state in Bugzilla. There was an error in the migration into Redmine. This change sets the correct state.
