pulp_python 2.0 new features are not documented

Description
New features were added for pulp_python 2.0, but were missing documentation for how those new features should be used.
The stories that added these features are blocked by this issue in Redmine.
- Blocks Story #135: As a user, I can synchronize wheels from PyPI added
- Blocks Story #136: As a user, I can upload wheel packages to Pulp added
- Blocks Story #140: As a user, I can sync Python packages from another Pulp server added
There were a few different ways to go about this, such as kicking the blocked issues back to NEW, but ultimately I thought it would be best to open a blocking issue that prevents the stories related to the new features from being closed, mark it as a blocker for 2.13, and have it come up for discussion in triage where we can decide what's needed to get this finished up.
