On IRC it came up that having the checkout.py script clone repos would be a good addition. This should work with all of the existing features. The default behavior (with the --clone-repos option omitted) will not clone repos.
In addition to extending the script the Vagrant docs should be modified to recommend using the checkout.py script like:
python scripts/checkout.py --version master --clone-repos
