Remove intersphinx usage from platform and all plugins

Description
Our current intersphinx configuration of the sphinx projects in platform and all plugins are tied to readthedocs. Once the RTD sites go offline, the docs will fail to build because they can't load the intersphinx INV files. After a quick audit, we make very little use of intersphinx and it is easy to remove.
While I'm in there I'm going to enable strict mode which was also blocked by intersphinx being used. It's a very useful 1-line change.

Intersphinx was preventing the strict mode from being enabled due to docs being built in a network isolated mock environment.
Intersphinx was also going to break because it is tied to URLs from ReadTheDocs. Now intersphinx is removed, and usage of it was dropped from the content. Strict Sphinx mode is now enabled.

Removes intersphinx, updates urls, adds doc guide
This removes intersphinx and removes all content which used intersphinx.
URLs are also updated to use docs.pulpproject.org instead of readthedocs.io
Finally, the docs guide is updated to match the current state of things for contributors.
Also, one really tiny formatting fix I saw while I was editing.
