View the state ("active", "inactive", etc.) of various pulp processes via the status API

Description

It would be useful to have an "active" or "status" field for certain types of workers returned through the status API. This would enable easy visual discrimination between an active and inactive celerybeat process or resource manager, as several may be running while only one actively participates

Only pulp_resource_manager and pulp_celerybeat should have this field. There is no concept of "active" or "inactive" for pulp_worker processes.

Pulp 2 is approaching maintenance mode, and this Pulp 2 ticket is not being actively worked on. As such, it is being closed as WONTFIX.
