Description

- Adjust the location of where packages are published by the "build-automation-repo-2.X-dev" jobs
- Adjust the "pulp-2.x-dev-<platform>" jobs to deploy Pulp from the new location of packages
- Create a new publish-nightly job that will run only if "pulp-2.x-dev-<platform>" job is successful (all pulp-smash tests pass)
- this job will publish the bits to our nightly repos (https://repos.fedorapeople.org/pulp/pulp/testing/automation/)

Things that we should consider: when pulp-smash tests are failing we will not have a new nightly until the tests are adjusted with decorators or we actually fix the bugs.
