pulpbot needs to be ported configured to a matrix bot. connect to `irc.libera.chat` and join `pulp-meeting`. For karma we should use [the generic karma bot](https://matrix.org/docs/projects/bot/maubot-karma), so that is out of the scope for this ticket.
