A push repo is being created during docker/podman push. We should disallow create/update call to such repo type via pulp api ### Question: What to what do you with DELETE of push repo via pulp api? We should enable users to remove repos however there might be a race condition - a push to the repo X can happen while in the middle of push operation repo X it can be deleted
