django-admin should provide a command called 'add-signing-service'. It should accept two parameters 'name' and 'script'. The pulpcore documentation needs to provide instructions on how to use `django-admin shell_plus` utility to command should create an instance of a SigningService model. Users wishing to automate The command should return the process should be instructed to write a script. HREF for the newly created SigningService.
