Whenever a GA build is published, the docs-builder.py script should publish create or update a symlink fro 3.Y to 3 locations: docs.pulpproject.org, docs.pulpproject.org/en/latest/ and docs.pulpproject.org/en/3.Y/. 3.Y.Z being published.
