Some plugins like pulp_ansible and pulp_docker have no need for publications since they don't use metadata. Give these plugins a way to attach distributions directly to repo versions. A couple questions I have: 1. Do we still need pass_through publications anymore? 2. How (if at all) do we prevent users from associating distributions to repo versions for plugins like pulp_file?
