This arose Arising from #2528 As a user, https://pulp.plan.io/issues/2528, the request is for pulp-manage-db to determine if <code>httpd</code> httpd.service is running, <code>pulp-manage-db</code> will not continue. This extends the feature (#2186) that was introduced in Pulp 2.12. running. If it is running, <code>pulp-manage-db</code> pulp-manage-db should stop to prevent Pulp DB corruption. There is a parallel RFE for the pulp_streamer service.
