3 in One Container fails on Docker

Description

When trying to run the pulp/pulp-fedora31 container on Docker I receive the following error which prevents the container from starting properly:

[cont-init.d] postgres: initdb --pgdata /var/lib/pgsql/data
popen failure: Cannot allocate memory
The program "postgres" is needed by initdb but was not found in the
same directory as "/usr/bin/initdb".
Check your installation.

I already pushed a new container with the fix, but I need to open a PR for the changes that were required.
