Description

This will require a notice to pulp-dev and a planned time for the take down. Specifically the Gem and Cookbook plugins should be notified via pulp-dev since they don't have subtasks on this epic due to them being tracked outside of Redmine.

One the planned time arrives, the fixtures at https://repos.fedorapeople.org/repos/pulp/pulp/ should be removed.
