Description

Description of problem:
Starting in 2.5.0, Pulp supports the use of SSL on the MongoDB connection. For semantic versioning reasons, it defaulted to plaintext. We need to default to SSL for the next major release of Pulp.

Version-Release number of selected component (if applicable):
2.4.0-1

How reproducible:
Every time.

Steps to Reproduce:
1. Configure Mongo to only do SSL on the same host you will use Pulp on.
2. Sign mongo's SSL certs with a CA that is trusted by the localhost.
3. Install Pulp on the same machine.
4. Start Pulp.

Actual results:
Pulp will fail to connect to Mongo.

Expected results:
Pulp should successfully connect to Mongo.
