As a user, modulemd content is always copied with its artifatcs

Description

If modulemd is copied without its artifacts, it's effectively broken.

It's a "simple" copy, no package or module dependencies are carried over by default.
If not all artifacts a re present in the original repo, copy all artifacts which are present, there should be no failure in this case.

With the removal of copy API from the Pulp RPM GA, this issue no longer blocks the release. However, validating that the modules and artifacts in the final repository version make sense together is still important, probably a blocker, and makes sense as a separate work item. I will file it as a subtask to this issue.
