And verify that pulp_rpm can build on them via its createrepo_c and libmodulemd .

These containers are needed for their CI.

containers: Switch to Fedora 30

Includes:

A Fix for launching pulp-content on Fedora, where /usr/local/bin/pulp-content is a pip-installed script in the PATH, ahead of /usr/bin/pulp-content .

Making the pulp-resource-manager & pulp-worker scripts more consistent

fixes #5176
